This service is provided by the Ministry of Transportation and Telecommunications to Businesses requesting to issue a license for their pilots to be able to fly an aircraft.

- Licensing application form
- Copy of a foreign license or certificate (all pages)
- Most recent skill test/proficiency check AQP (LOE)
- Copy of the flight time logbook (last 50 hours)
- English language proficiency check
- Evidence of training and experience
- Copy of the medical certificate
- Copy of the Identity Card/passport/personal details
- Cover letter addressed to the Director of Aeronautical License
- Air law examination
- Resident permit for expatriates
