Permit (new construction / big extension - municipalities) under engineering supervision

Obtaining a permit to practice construction work on the property owned by the applicant. The required works include new construction and construction additions / extensions to existing facilities/buildings.

Legal Regulations

Service Processes

  • a. If approved, the procedures shall be completed
  • b. In case of rejection by any other service entity, the request will be rejected permanently.
  • c. In case there are any amendments, the engineering office shall be notified electronically of the required amendments, and the request shall remain suspended until the approval of the amendments is completed.
  • Submit a new or additional permit request through the engineering office on behalf of the applicant.
  • The request is received from the engineering office. It is included in the initial electronic request list. Then the request is reviewed by the receptionist and engineer at the same time, each according to their specialization.
  • In case the requirements are not in conformity and the documents lack in authenticity, the request shall be returned to the engineering office through the electronic system.
  • If the conditions are met and the documents are correct, they are to be completed.
  • The initial fee shall be paid by the engineering office after receiving a notification of payment.
  • The request is transferred to all the competent authorities through the electronic system for examination, each according to their competence. The request is dealt with according to the following:
  • In case approval is granted, the procedures (the type of advertisement and road works are to be specified, if any) and ratification are to be completed.
  • In case of non-approval, the request will be rejected.
  • In case the request is postponed, the applicant shall be notified until all the requirements are fulfilled (in case of there are any breaches, the request shall be transferred electronically to the Follow up and Inspection Department).
  • In case there any modifications, the engineering office shall be electronically notified of the required modifications until the modifications are completed and approval is granted.
  • The request is electronically transferred to EWA to collect infrastructure fees, if any.
  • Electronic payment of other service entities, if any.

  • Electronic payment of the municipality’s to issue the building permit.
  • Issuance of the permit through the electronic system.
